In other words, most of their inhabitants are linked not only by a form of political government but also by other things they share in common such as language and ethnicity.   A country and a multinational state can be distinguished from a nation state because they do not necessarily have a predominant ethnic group. Moreover, scholars have not agreed yet on whether a nation or a nation state came first.
