History:

It was at first ruled by the Sikhs, under the leadership of Ranjit Singh as a king. As Ranjit Singh was once too a part of the Durrani empire in Afghanistan, but due to his rebellious nature went on to fight against the empire and took many places under his kingship which too includes Kashmir as a part of that Kingdom. But, then the British rule came into the region and defeated the King's army by taking the region under its control, after the defeat of Sikhs in First Anglo-Sikh War.

Then another person, named Gulab Singh was there who had enough wealth to have a deal with the British rule and take back the region of Kashmir by paying its price to the imperial rule. So, it was then Gulab Singh who payed the price to take back Kashmir and became the ruler in Kashmir.

The heart of the Issue:

If we don't lie to ourselves it was Pakistan who started the proxy war, and targeted the different communities in Kashmir by campaigning against the Hindus and Sikhs. When the situation got worsen, Gulab Singh signed a deal with the Indian government in that time, and Indian military invaded the area. Which resulted in a number of deaths and loss of properties in the region. So, till now it is an issue between the countries and it is now recognized by the international media and forums as an issue which should be solved for peaceful purposes in the region.
