Civil nationalism in its not extreme, moderate forms is close to patriotism, and as an antithesis to ethno-nationalism, it is sometimes called internationalism. The carrier of ethno-nationalism is the intellectual elite, which aims to preserve the integrity and identity of the ethnic community, the development of the native language and education, the promotion of historical heritage and traditions. In its cultural function, it plays a positive role, if it does not lead to national self-isolation, does not contain attitudes directed against the cultures of other peoples. Political ethno-nationalism is aimed at achieving advantages for representatives of one national group in the sphere of power and management. As a rule, it contains negative stereotypes in relation to other peoples.

Despite the considerable tolerance of the international system regarding non-violent forms of nationalism, it is seen primarily as a threat to international peace and stability.

The constructive beginnings of nationalism in a world-political context are probably only indirectly manifested as a result of the strengthening of international cooperation in overcoming the ethno-political challenges to human development.
