What parts of the great plains are inhabitable ?

Most of the Great Plains (US) is already settled with people living there already. However, there were certain places that were abandoned along time ago (resettled today) due to the lack of drinking water. Some of these parts includes South Eastern Nebraska, South Western Kansas, and Northern Texas
