to inform: if it is to inform, there is no hint of bias or opinions. the author is simply stating the facts, not making an argument. he could state both sides of an argument, but would leave out his opinions. 

to persuade: this would be the opposite of to inform. giving both sides of an argument, and backing up his opinions with evidence (if he did it right)

to entertain: typically this goes with fiction pieces, because they are not normally going to state an argument or inform you of something. 

to accuse: this is a bit trickier since it can be confused with to inform or to persuade. typically if an author was accusing someone or something he would only give his opinions and would only give his side of the argument.
