How would you describe recent relations between employers and unions?

I believe the answer is: employers actively try to undermine unions

For example, it was a very common practice in the past among employers to create some sort of 'black book' filled with names of employees that were active in union.
Thos employers would share this book to another employer that might prevent the union members from getting new job if they got fired/
