Bureaucracy is the administrative system governing any large institution. The institution can be owned publicly or privately and employ a different number of people.

If you apply for a driver's licence you have to deal with an official who gives you all the necessary documents to fill in and issues the license afterwards.  This is an example of bureaucracy because without the specific official you can not get the licence. You can not even attempt to pass the driving test without filling out all the papers beforehand. All the other examples are not bureaucracy as you are the only person executing them, without the help of anybody else.
