Solutions Countries can Create to reduce risks:

- Create legal laws that are stricter on who can own guns such as age, states, criminal records, etc.

- Any person who has been convicted of a violent crime without evidence to prove it was for protection shouldn't be able to own gun weapons.

- All gun users must pass state tests and take classes plus prove they can adequately shoot a gun.

- There can be many others

How to stop the arms race:

- Decrease gun use that is allowed.

- Produce less guns- stop producing them at all.

- Guns will be produced as long as their is nation competition and wars.

- Create ads and propoganda that influences people to not buy guns but instead live to protect themselves and loved ones.
