Who is primarily responsible for facilitation, when required, in scrum meetings?

Scrum meetings are facilitated by the Scrum master. Scrum master manages the exchange of information and  facilitates fast-developing team. Its role is challenging because it depends on the priority that is set by the owner. It should delivers the backlogs in time with the best quality.
