Why is the Gravitational force that a friend exerts on you less than the gravitational force exerted on you by earth

For every force, there is always an equal and opposite reaction force. How does the force the Earth exerts on you compare with the force you exert on it? Earth and you exert equal and opposite forces on each other.

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
