For a bill to become a law it is sent to the president where he has three options, the first one is to sign in it and the bill become a law, the second is to refuse to sign or veto, after this if the house of representatives still believe that the bill should become a law the can hold another vote, however this time the bill should get at least two-thirds (67%) of the representatives and senators supporting the bill if this happen the bill become a law and the third option  is to give a pocket veto, that is do nothing and the bill depends it depends on whether the congress is in session or not.
