Although the provision of the creation of the "Covenant of the League of Nations" was indeed an idea proposed and championed by the U.S. President Woodrow Wilson, the U.S. Congress refused to enter the League, and therefore it decided not to ratify the Treaty of Versailles.

For the Congress, and many other Americans, entering the League would mean that they would have to participate in permanent economic-politic alliances that didn't serve their interests, thus breaking their precious isolationist policy that had only been briefly interrupted due to the war. The U.S. preferred to stay out of global affairs and focus on domestic issues instead.
