What is disturbing and sad about wilson's belief?

Wilson has a false belief that laws and negotiations can stop the global issues on war.  Political thinkers strongly criticized this concept as a solution to the conflicts since they argue that the characteristics such of Hitler would not submit using this as a strategy.
