Explain the 24th amendment. why do you think that it was passed?

The 24th Amendment prevents Congress from putting a poll tax or any other tax to prevents citizens from voting. It was passed to encourage more voting (mainly blacks),

The 24th amendment removed the poll tax that prevented many people from voting. The second question is opinionated, but I believe it was passed because it is simply unfair for someone to be able to vote because they can afford it.
