The development of agriculture allows us to produce more food than we need, which leads to a whole new set of opportunities and obstacles. With a surplus, the question emerges; who owns what? With the notion of personal property comes the need to protect that property, which means we want rules. With rules comes the need to enforce those rules. To enforce rules, the enforcers need power. Who are the enforcers? Where does their power come from? How do we put limits on that power?
