Além do CTB e das Resoluções, os Estados complementam a legislação por meio de Portarias e Decretos. Os órgãos de trânsito municipais também têm autonomia para normatizar detalhes do trânsito, que não são os mesmos em todas as cidades, exigindo atenção por parte dos condutores.
