Lanier High School students as well as most students around the country are being paid high wages at fast food restaurants. Many of these students are
willing to pay higher prices for cars, junk food, and other wanted items.

You could solve them by trying something new that everyone can agree on or make a decision too.

An informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
