The answers to the two questions asked here: Who was allowed to become a naturalized citizen before 1954, and who wasn´t?, and, What rights and privileges do citizens have that non-citizens don´t have?, would be:

1. Since 1790, and until before 1954, only immigrants  who could prove that they were of white descent, and who were white themselves, and who were also free, were allowed to become citizens in the United States. This was with the purpose of not allowing non-white immigrants, especially of African heritage, to enter the U.S.

2. The privileges and rights that these newly naturalized citizens had, and which most white Americans had, before 1954, were, one, the right to participate in elections, and vote. The second right and privilege was, the right to own, and inherit, property, especially lands. People especially of African descent did not enjoy these privileges until much later.

Citizens those who were of white  descent , and free were allowed to become citizen of USA. The rights of the citizens have a right to vote in elections, fair trial.

Since 1790 and before 1954, only the immigrants who can prove that there of white descent and are white themselves and they are also free, only those are allowed to become citizens of United States. Only citizens can ownhome in America and those  people who are denied citizenship  cannot own property. The rights granted to citizens are right to prompt, fair trial done by judges, right to apply for federal employment requirement for US citizenship, right to vote in elections and freedom to pursue life , liberty and pursuit of happiness .As a citizen of country , a citizen have  all constitutional rights, mention in the Constitution. Some more rights and freedom of expression, labour rights, freedom of religion, freedom of press, right to run for elected office. There are certain responsibility of the US citizens are: support and defend the Constitution, participate in democratic process, respect and obey federal, state and local laws party, participate in the local community, serve on a jury when called upon so, defend  the country when need arise, one must stay informed what is affecting your community.
