The federal court system has three main levels: district courts (the trial court), circuit courts which are the first level of appeal, and the Supreme Court of the United States, the final level of appeal in the federal system.Article III, Section II of the Constitution establishes the jurisdiction (legal ability to hear a case) of the Supreme Court. The Court has original jurisdiction (a case is tried before the Court) over certain cases, e.g., suits between two or more states and/or cases involving ambassadors and other public ministers.In this case, the Court had to decide whether an Act of Congress or the Constitution was the supreme law of the land. The Judiciary Act of 1789 gave the Supreme Court original jurisdiction to issue writs of mandamus.

there are conflicting perceptions. what cannot be denied is that despite a long history of discrimination, they finally chose to bow out in grace and handed over power to the majority. it was a painful experience for them to part with their prerogatives and some chose to leave the country. however, they did decide to bite the bullet and go through the process with minimum obstructions.

presently, whites are still a force to reckon with. they are well educated, have technical and business expertise, they understand imperatives of good governance and are responsible for keeping south africa connected with developed countries. despite a bitter history, they are useful team members of the south african team.
