It describes issues of Power, because if you pay close attention to the people in the back, they are working as slaves and have a master who has power and strength over them.

Issues of Wealth because the two people in the front have expensive clothes an accesorys such as hats, and fancy shoes while the people in the back only have a white cloth to cover themselves.
