He meant that the voters of the country are the power players in the democratic style of government due to their ability and power to elect who to make laws and rule them as a people.

They are the determining factor and have the power to register their displeasure which could lead to a change or removal of personnel who aren’t doing enough in the best interest of the people and country at people large.
