In a situation I am told a story by another person from another culture, I would be able to justify the character's motivations through my own cultural context. this is because, the theme of the story is what matters leading to the actions of the character.

For example, in a situation that involves honor, if a story centers on that honor being disrespected leading to the action of the character,it would be quite understood by me despite my own culture being different from the other person.
