In 1978, president Jimmy Carter and secretary-general Leonid Brezhnev signed the second Strategic Arms Limitation Talks (SALT II) treaty after six years of negotiations on behalf of  the United States and the Soviet Union, respectively. SALT I and SALT II had the goals to reduce the production of missiles capable of carrying nuclear warheads, they were aimed at reducing the manufacture of strategic ballistic missiles (long-range or intercontinental).
