George, a local delivery truck driver, is distraught to learn that his wife of 20 years is having an affair with her personal trainer, Fabio. George decides to drown his sorrows in beer at the local tavern with his friends. During the course of the evening, George states in a drunken rage "I would pay a million dollars to anyone who kills Fabio and teaches him a lesson once and for all." An off-duty police officer is also in the bar and overhears the conversation. George is arrested and charged with solicitation to commit murder. Should George be found guilty of solicitation to commit murder, why or why not?
