The leader was in fact a dictator, with no one having more power than him in the country. The minority ethnic and religious groups were always seen as a threat and as setting back the country, so they were persecuted, imprisoned, or murdered. The anti-socialist (communist) sentiment was very strong, as the fascism strongly opposed its values. The same goes for the democracy, as in the fascism everything had to be controlled by the government, and the people were not allowed to express themselves about certain things.

an informal structure in a bureaucracy would be something like so-called "office politics". where there's a formal structure set up for the organization, but then an informal subculture as well that has a way of organizing the bureaucracy further. this can be positive because it sets up an added degree of organization, albeit informal, within the bureaucracy.
