How did the tendency of both the united states and the soviet union to see all international events through the lens of the cold war lessen each country’s ability to understand what was happening in other countries around the world?

Even though the US and the Soviet Union did tried to influence in countries all over the world, helping in conflits or recovering from the World War II, not every issue had to do with the cold war. There were a lot of internal conflicts, like the independency of African Country after the "end" of imperialism of European countries over Africa. By saying that everything was because of the Cold War, you forget the inside history of conflicts and erase some important factors that led to important moments.

answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
