As a citizen you have the obligation to colaborate in the mainteneance of a healthy society in which everyone's rights are respected. It all indicates that these women rights have been denied. Police departments suggest to report any suspicious activity even if you are not sure, they will make an investigation and find out what is really going on. If nothing is out of the law then nothing bad will happen, if something is illegal there will be legal consequences.
