According to the Tenth Amendment, States have those powers that were not specifically delegated to the Federal Government by the Constitution. These powers reserved to the States are, among others, the regulation of trade and industry within their borders, the control over education, the regulation of gambling, the maintenance of state highways, the setting up of local governments, and the passing of marriage and divorce laws.

i disagree that there is little difference between adult female development and adult male development. sociological studies comparing female and male pathways to adulthood, revelead that there are sustancial differences between them. particularly, female and male differ from timing of marriage, when they began to live with children and the likelihood of combining wife/husband and parent roles.
