Why is only a member of congress allowed to introduce a law

Because having multiple people introduce the same bill or law is no necessary  it takes the mind set of both the house and senate and plus they have many rules within both chambers of congress therefore they have to follow the rules that each member of that chamber voted on to put into place and they also have to follow the state and governmental laws as well

this null effect is caused by a weak manipulation and ineffective internal validity. in a scientific study, as the one dr. morimoto is trying to perfom, internal validity refers to the confidence placed in the cause-effect relationship and to how well an experiment is done and able to eliminate confounding variables.
