In a situation where the market price is above or below the equilibrium price, the market is said to be in disequilibrium.

Disequilibrium takes place when the quantity supplied is not equal to the quantity demanded. The two conditions in the center of disequilibrium are shortage and surplus.  

Disequilibrium occurs in a market for various reasons. At times, equilibrium may occur in a situation where a supplier sets a fixed price for a goods or services for a particular period of time. Within this period of fixed price, if such good or service demand increases in the market, it will result to shortage in supply

Government intervention could also result in disequilibrium. When a government places a ceiling on a price of good or services, the market would not achieve maximum productivity if the quantity that is supplied is not proportional to the quantity in demand.

For instance, landlord may find difficult to rent out their property to tenant if government places a price ceiling on rent. This will result in shortage of rental property while there will be a huge or excess demand for housing.
