Most governors when presented with a few lines in an appropriation bill that they dislike, are allowed to take which unique action that a president cannot

"A president cannot do Line item veto".

In the United States, all governors can utilize the line item veto. At present, the President of the United States can't utilize the line item veto. President Bill Clinton was given the line item veto by the United States Congress for a couple of years until the point that the Supreme Court said that it was unlawful.  

Individuals who like the line item veto say that it is great since it enables the President to expel irrelevant waste from critical enactment.
