C and D. It is thought to be the first novel written and considering it is chinese, it can't be A. Leaving only B and C left, the story is about love but more about a man with sexual desires and his feelings and turmoil in life and the decisions that he made throughout the book make me lean more towards C, being entertaining, than B, being a romantic love novel. answer: a federal government has final authority on interstate/inter provincial  and international affairs, a confederation is one where the central/national government or authority is governing body what does not have final say over the same matters. hopefully this and i will try again if you don't like this answer : )
