$\mu_1 sin\theta_1 = \mu_2 sin\theta_2$

so here we know that

$\theta_1$ = angle of incidence

$\theta_2$ = angle of refraction

As we know that light ray goes away from the normal when it move from medium 1 to medium 2

so here angle of refraction will me more than the angle of incidence

so we have

$\frac{sin\theta_1}{sin\theta_2} = \frac{\mu_2}{\mu_1}$

since we know that

$\theta_1 < \theta_2$

so we have

$\frac{sin\theta_1}{sin\theta_2} < 1$

$\frac{\mu_2}{\mu_1}$

so we can say that

$\mu_2 < \mu_1$
