To balance the columns of unequal lengths on a page you need to insert a continuous section break at the end of the last column on the page. Balance column depth provides a more pleasing appearance on the printed page, but it can be more complicated than one would expect to balance columns. Also to force text in a column to the top of the text column you insert a column break.
