                           <             y                         r - 4

Therefore, y < r - 4 will be your answer

Hundreds =  ( 4 + p )  Tens = 2 ( 4 + p )  Ones = p
Total sumof 3 digits = 12
( 4 + p ) + 2 ( 4 + p ) + p = 12
4 + p + 8 + 2p + p = 12

Combine like terms
12 + 4p = 12

4p = 0
p = 0

The number is: 480
Hundreds = 4 + 0 = 4
Tens = 2 ( 4 + 0 ) = 8
