How do you determine if two numbers or expressions are equal?

You add, multiply, divide, or subtract one side of the equal sign and the same to the other side too and thats  for expressions.
 for numbers you find wich one is bigger and in the circle between the numbers is = ,  > , <   greater than , less than, and equal to

You must simplify them, then you can easily determine whether they are equal or not.
