Start by just writing the equation for the line in slope intercept formula.

slope = (2-0)/(4+4) = 1/4

y-intercept, b = 1
(looked at graph)

equation line:
y = (1/4)x + 1

solid line is "equal to"
shaded area is below means y-values are "less than" the expression.

y <= (1/4)x + 1
