So when a number is next to a parenthesis like the - 1/2 is, it automatically means multipilcation. We can use distrubutive property here to group together like terms. The way to split this equation up is to multiply - 1/2 by positive 10 and then multiplying it by -3y. In other situations you may have learned that numbers in parenthesis must stay grouped together but starting in algebra almost everything you learned before is thrown completely out the window. -1/2 times 10 is -5. -1/2 times -3y is positive 1.5y.
