when u are dividing by a negative number then switch the symbol. For example, -16/-2 then switch symbol or 16/-2. When it’s -16/2 then don’t switch.

anyways.. the second equation: 4x+3<19 subtract 3 on both sides and u get

4x<16 then divide by 4 each side and u get x<4 if u wanna combine them both then it would be -2<x<4. On a number line, u would use an open circle that is not shaded for both numbers. Label -2 on the left side of zero and 4 on the right. Then connect the not shaded circles together on the number line.
