Please help fast i will give brailiest what percent of 144 is 36 i feel stupid

The answer is 25 and her is why its because 39 percent to 144 percent if you would divided it the decimal would be 0.25 and her is why when you have a percent you bottom number has to be a 100% because if you ever have done a test and I am sure you have you would see that you either got a 100 percent or a 90 percent or an 80 percent or any number but the thing is the percent cant pass 100 because your test probably always says 90/100 or 80/100 or any number over 100 but yeah when you have a percent you never pass 100 and you don't always have to have a decimal
