In an election of a municipality two candidates P and Q stood for
the post of Mayor and 40000 people were in the voter list. Voters
were supposed to cast the vote for a single candidate. 20000
people cast vote for P, 15000 people cast for Q and 3000 people
cast vote even for both. .
