This was the first attempt to convict a traveler who went overseas to sexually exploit children. Do you agree with his conviction given that he committed no crime according to Thai law? Explain.

Why might it be difficult to prosecute a citizen who violates its laws outside its borders, when the offence is not illegal in the country he or she is visiting?
