What is the message of this political cartoon ?

Maybe that some people with higher standing in society or people who have much more money than others, tend to work others more simply because they believe they are above others? People who often have more money or power over others, most of the time, will take advantage of their money and power, not seeing what it could be used for. I would say something along those lines if it was mine
