I'd say A, the Emancipation Proclamation basically freed all the slaves which the southerners would not have wanted. (however, even though the slaves were freed by the Emancipation Proclamation, the southerners kept their slaves during the war.) And they knew if they lost the war, the southerners would have to give up their government authority of the south, thus slavery would be abolished 

Both countries had to aprove annexation.
