There are many options, here are a few:

1. It's out of date
2. Its way too vague
3. The men who wrote it were buisnessmen and not leaders
4. It doesn't mention the word slave or slavery
5. It claims that people who worship the devil don't have rights. This is most likely because the writers of the constitution were believers in Christ.

The answer is gridlocks, diffusion of power makes avoidance of responsibility easy. and constitution isn't truly a representative.
