The bill is drafted. Then the bill is sent to either the House of Representatives or the Senate. The committees set up times to debate the bill. After they vote on the bill it is sent to the opposite house. That house sends it through the committee. That house votes and adds any changes (if any are made it is sent back to the first house) and then sends it to the president. The senate can override a veto if such a case pops up with a 2/3 vote.
