Otto von Bismarck was the first Chancellor of the German Empire between 1871 and 1890.

He was a strong promoter of the unification of the German states, which he achieved by unifying the northern German states of the North German Confederation with the Southern States to form the German Empire in 1871. He stated that the basis of unity will be rapid economic growth.He created the world's first "welfare" state, which applied policies in order to better distribute wealth among all of the citizens of the country and not restricted to certain groups which were common practice at the time. This resulted in him gaining support from the working class majorities.
