Congress is unable to create taxes.    

National militia that is separate from the states.

The government is not provided with a separate judicial branch.

 Tell them the first one is a problem because Congress is only able to request money from legislatures and if the states decided that they did not want to send any money, Congress would end up being powerless.

The second one is a great problem because Congress can't make the states  pay for what the troops need and the troops often went without shelter and with empty bellies.

 The third one is also a struggle because there is no one who is able to settle the problem in a fair and just way and make sure all the states obeyed the law.
