2) it did not allow the national government to implement taxes.

Therefore, many people thought that they require a powerful central government. Hence, a special conference of delegates was called to draft the initial Constitution for the United States of America. Therefore the convention replaced national government under the Articles of Confederation by the establishment of Federal government.
