why did the united states government promote higher education and research in fields such as agriculture and science with the morrill land grant college acts?

The lands were to be sold to provide an endowment for the establishment of "at least one college where the leading object shall be, without excluding other scientific and classical studies and including military tactics, to teach such branches of learning as related to agriculture and the mechanic arts.
